With nearly two decades of property experience, including working as an expert in litigation as both a commercial property valuer and a retail development manager, Scott is now regarded as WA’s lead strata expert.
Scott has an intimate knowledge of building management and operations and combined with his detailed understanding of the strata and community titled legislation, as a Level 2 Certified member of SCA WA, he is able to bring a level of expertise to the table which cannot be matched by anyone else in Australia.

Scott started with a leading valuation company in 2003 and completed his Masters in Property in 2005. On completion of his Masters he moved into the commercial valuation department and became a licensed valuer specialising in office, medical, englobo, medium rise and litigation. Whilst working as a commercial valuer, Scott launched Bellcourt Property Group in 2007 with his brother Kirk, although has subsequently divested his interest in this company.
In 2011 Scott changed direction and started as a development and asset manager for the largest international fast food retailer, significantly increasing the number of stores opened annually throughout WA, while asset managing the existing store portfolio. Scott was elevated to the Senior State Development Manager in 2012 and employed and trained a successful team to continue the new store rollout.
In 2014 Scott set up Blackmont Property Group, with a business partner and consulted to a large national grocery and home hardware chain and a number of other major international and national retailers. Blackmont helped acquire new sites and managed the planning, appeal, tendering and project managed the construction phase through to opening. Blackmont also acquired and developed their own small to medium format retails sites. After 18 months involvement, Scott needed to divest his interest due to his increased commitment to the strata sector.
Scott started with B Strata early 2014 and became managing director mid-2015. He dedicates the majority of his time to B Strata, growing and evolving the business and managing existing and new developments as they come online.
Given Scott’s passion for strata and broad property experience he was quickly elevated to President of Strata Community Association WA in 2016 and is now the longest continuing serving President of the Association.
Scott worked extensively for over five years with Landgate, the Property Council, SCA WA and the Ministers for Land to ensure a balanced and effective review of the Strata Titles Act was achieved. Scott’s ultimate aim is to see the strata industry recognised for its professionalism and expertise and wants to ensure there is proper regulation and licensing of strata managers.
Scott sits on numerous Boards and committees, including the Property Council of Australia, WAAA, Strata Insurance Taskforce, the Department of Planning - Design WA Policy Working Group and convenes the Legal Affairs and Policy Advocacy Committee and Chairs the SCA WA Board.
Scott is also passionate about the family business B Strata and in early 2020, recognising the changes in the leadership team, the introduction of the new reforms and the need for a new ethos Scott rebranded the business from Bellcourt Strata Management to B Strata.
Hands down, B Strata are industry leaders when it comes to understanding the strata reforms and implementing new processes to accommodate for the changes to the legislation. Saying this, we will not be ‘resting on our laurels’, as we continuously look to find ways to innovate and evolve!
